Paradise Valley elections ought to remain nonpartisan

From the Town of Paradise Valley Independent:

Each of us has been honored to serve the citizens of the great Town of Paradise Valley as either mayor or vice mayor, and we all wholeheartedly support the re-election of Mayor Jerry Bien-Willner, who has served the town and its residents remarkably well.

Paradise Valley mayor and council elections have been deliberately non-partisan by design from our town’s beginning. Unfortunately, Mayor Bien-Willner’s challenger in this election is breaking our town’s long and successful tradition by sending unsolicited text messages and robocalls trying to color the race with partisan messaging to Republican citizens.

Beyond seeming desperate, it’s both sad and destructive, and it’s not good for town residents of any political party. We are each Republicans, and we all proudly support Mayor Bien-Willner.

It is undisputed that Mayor Bien-Willner’s opponent followed his votes 99% of the time over the past four years, and the five occasions she sought to take the town in a different direction, she was on the losing side and our town kept thriving.

A candidate’s inability to demonstrate a positive or persuasive record is no justification to depart from 60 years of success for our town and try to drag us all away from the issues and into the swamp of hyper partisanship, superficial labeling, and needless division that we and other town leaders — including Mayor Bien-Willner — have carefully and deliberately avoided.

As people who care deeply about the town and our community’s stability and wellbeing, none of us can approve of the most recent intrusive and attention-seeking messaging from Mayor Bien-Willner’s opponent.

Whether you are a Republican, Democrat, or Independent, Mayor Bien-Willner has served you with honor, and his successful record as a leader who builds consensus and solves problems for our community is clear. Please join us in supporting Mayor Bien-Willner’s re-election to keep the town thriving and on a path of civility and success.

Robyn Bien-Willner: Mayor has shown that having a family is a strength, not disqualification

At the mayoral candidate forum on June 28 my husband’s challenger suggested that he should not seek re-election because he has a young family so he should step away.

I have not felt a need before now to publicly speak about Jerry’s service, but I found these remarks personally offensive and totally inappropriate. Just imagine if a man running for office had said this about a female incumbent official with a family — that would also be very disappointing and wrong.

Let me tell you a about how my husband has managed to be not only a great mayor, but an exceptional husband and father as well.

I have supported Jerry’s tireless work as a volunteer for the last decade in a variety of roles to make Paradise Valley an even better place to live. I knew that Jerry would conduct himself with honor and integrity, but I have become even prouder as he has tackled our community’s challenges. The way Jerry has made a very positive difference in public service while always attending to our family has been nothing short of remarkable.

For example, when the pandemic and civil unrest emerged in 2020, Jerry proactively took many steps to safeguard our community. When there was chatter about targeting mayors during the height of civil unrest, we moved our children closer to us in a more secure part of our house and coordinated our family’s security plans with PVPD.

Jerry would not consider special security. He wanted officers to be able to protect you and your families while he focused on his duties to us all. Jerry stood strong not only for our family, but for our community. Paradise Valley avoided the harms that other communities suffered.

Jerry addressed these tough challenges the way he approaches all others — steadily and successfully, and without creating needless turmoil, worry or division.

The passion Jerry feels as a father is a driving motivation for his community service. He not only wants to make sure Paradise Valley is a wonderful place to grow up, he has sought opportunities for our children to feel the value and importance of public service. For this reason, Jerry started the town’s first-ever program to publicly involve and recognize students for achievements in community service, academics, and athletics.

And despite his opponent’s remarks, there has never been a time during his public service when we felt like our family was not the top priority.

The thoughtful, kind, hardworking, giving, honest, caring, intelligent, and competent person evident in Jerry’s public service is the same person we know and love at home. Our family is blessed with genuine love and support in every direction, and no political criticism can ever touch that.

My husband’s opponent says that she should be mayor because this is “her time.” I disagree. Our community should have a mayor with a proven track record of positive action and success, and Jerry Bien-Willner lives this every day, both as mayor and as a husband and father.

I am so proud of what he has accomplished and excited for our future, and I hope you will join me and support him as well with your vote in the Aug. 2 town election.

Bien-Willner: Please vote to keep Paradise Valley stable, safe and on top

Friends, your ballots will soon arrive. And you will have an important decision to make about your future: Do you want to continue on our town’s successful and steady path with mayoral leadership that has been tested and proven to preserve our town’s prized residential character, keep our town as safe as ever, and cement our premier status through listening, teamwork, and finding winning solutions together? Or will you choose significant change?

As your mayor for the past four years, I respectfully ask for your vote for re-election. We must continue our success; Paradise Valley residents deserve nothing less. And that requires recommitting to our work in a stable, strong, and collaborative environment with tested, proven, and steady leadership.

Over the last four years, we have faced many challenges — some which we have never seen before, and could barely imagine. It’s been my great privilege to work for you as your mayor, facing the issues and achieving great results with the team while heeding the priorities our residents value.

We have listened and worked together to devise and implement win/win solutions, and avoided a needlessly politicized climate. In a recent public survey, 98% of residents expressed great happiness with our town. Our proven approach works.

In sharp contrast, I hear from residents that my opponent’s campaigning increasingly provokes anxiety and even fear. It remains a fact that my opponent has followed my positions as mayor 99% of the time with her votes, and each time she voted the other way, her votes failed because she could not earn support from colleagues.

However, my opponent presents a narrative of one person singlehandedly saving us against all odds, with a growing list of supposed upcoming calamities that she alone is purportedly able to identify and stop.

When my opponent was asked at the public Mayoral Candidate Forum on June 28, why she is seeking the position of mayor with two years left on her current council term, she responded in a different and revealing way — that even though she is in the middle of her term, this is “her time” to be mayor and that I should depart to attend to my family. And that she welcomes a person being appointed to the council spot she would vacate if elected mayor, rather than council leadership being elected by you, our town residents.

Will you place our town’s future in the hands of my opponent and a mystery addition to council who you would have no role in selecting?

I’m respectfully asking for your vote for re-election to a two-year term so I can continue working for you to help keep our town on top, and to finish important work for our community that is not yet complete. This includes our ongoing efforts to protect our town’s unique and amazing character, finishing the job on dangerous short-term rentals, maintaining excellent public safety, and keeping our town in peak financial condition.

I remain as committed as ever to ensure that our town stays true to its name, Paradise Valley! Thank you for your support — I am deeply honored and humbled to serve you as your mayor, and I am excited by our bright future!

Mayor Bien-Willner's Opening Remarks at Candidate Forum

I was pleased to participate in the Candidate Forum held by the Town of Paradise Valley Independent on June 28, 2022 at Town Hall. I appreciated the strong public turnout and the positive feedback I received!  Here are my notes for the opening remarks I delivered: 

Hello, I am Jerry Bien-Willner, your mayor since 2019.

I’m seeking re-election to keep our Town stable, safe, and at the TOP – and to finish some important work. 

It’s wonderful to see our Town thrive.  And I remain totally committed to our Town’s success – and, course, to  you all – our amazing community of residents. 

My background is on my website, but here’s a little bit about me.  I was blessed to grow up in our amazing Town – my parents have lived here since 1978. 

My wife Robyn and I met in New York City, where she worked in the luxury fashion industry.  I was practicing complex litigation.  Yes, I’m obviously not as cool or stylish!  But we’re proud that I did recover over $1 billion – yes, with a “B” –  for my clients by winning many notable cases.  Together, we chose PV as the place to start our family.  We are blessed with two wonderful kids. 

I’m humbled by strong public support from so many outstanding people -- 12 Town mayors and vice mayors, former police chiefs, and many other great leaders in PV and around the state.  These fine people know me and my work well.

And so do you. 

Here are some of my priorities and accomplishments if I am re-elected as your Mayor.

First, protecting our Town’s unique character. Our Town is rightly recognized as the best residential community in the state, and among the best in the country – with your support, we will continue to keep it that way! No undesired development projects have been approved on my watch; I firmly but respectfully say no to projects that don’t meet community standards after public input and our Town’s rigorous review process. And all of this is reinforced by the Town’s 10-year General Plan, which is on the ballot with unanimous support. We are continuing to head in the right direction.

Second, getting results on issues such as:

·       Short Term Rental Reform:  I’m proud to lead the charge against this negative trend – I helped organize a team of mayors from around Arizona, and have led our community’s team, which includes citizen advisors.  Paradise Valley is recognized as a trailblazer in this area, and we are closing in on even better tools to manage short-term rentals.  I’m ready to finish the job.

·       I helped lead our efforts to save $11 million for residents in the EPCOR rate case.

·       We managed the pandemic and unrest with success, and without needless division.

·       Our Town’s financial condition is outstanding — we will continue to make sure of this, and that we will have NO PROPERTY TAX.

·       Infrastructure:  We remodeled our Post Office and Community Room on a tight budget and we’ve improved our streets, all projects done with deep resident engagement.

·       Led negotiations to resolve the biggest lawsuit in Town history, which arose from events before I was Mayor – without caving, but instead with great success for the Town.  A true win/win.

·       We initiated the first-ever youth recognition program – at no cost to Town, but priceless to the kids.

And third, but just as importantly, supporting our community’s public safety. We are the safest community in Arizona, with a fully funded and accredited force for first time. And I applied my emergency authority and the trust you placed in me to keep us safe during civil unrest in neighboring communities.

There’s so much more, and more to come with your support.  Thank you for the privilege of serving as your Mayor.

 

Bien-Willner: Trust your experience, continue with successful and steady leadership

I’ve been privileged to serve as your mayor for the past four years, vice mayor for two years before that, and earlier as your councilmember and planning commissioner.

I believe my record for our town and approach to leadership are publicly known, tested, and proven. And I remain totally committed to keep our town the successful, safe, and peaceful paradise that so many have worked so hard to make it.

My re-election campaign has deliberately mirrored how I have chosen to lead our town as your mayor — with a positive vision based on listening and teamwork, a commitment to civility, honesty and transparency, and respect for others. And to win, but not at any cost.

Readers of the Independent will notice an uptick in negative and false attacks by my opponent towards a variety of people — especially me.

Despite this, the actual track record is clear. During my four years as your mayor, my opponent has followed my position with her votes 99% of the time.

The five times she chose her own path, she could not muster support. Her votes failed. And our community didn’t miss a beat. These are plain facts.

But, my opponent increasingly chooses not to let facts get in the way of her own narrative.

First, as she has done to other citizens who have exposed distortions in her posturing, my opponent very recently disparaged former Mayor LeMarr and his clearly-explained commentary on her manufactured wedge issue of “setbacks” and “open space.” But, Mayor LeMarr’s remarks on my opponent’s misstatements and tactics remain correct and true.

I have never attempted to reduce open space in our town — nor have my council colleagues — and I never will. There simply isn’t a genuine issue, let alone any threat to our town.

My opponent likewise pushes a story about the Sanctuary Resort’s application in 2019 to request permission to reconfigure one of its buildings. She seeks recognition for intentionally disrupting the public process, and supposedly saving our community from both the Sanctuary Resort and the majority of her peers on council, including me. This account is also fictionalized, as former Vice Mayor Jini Simpson just explained in the Independent.

In a different Independent article, my opponent swipes at my proven leadership against dangerous short-term rentals by falsely claiming she is “the only candidate for mayor who has consistently opposed party houses.” Instead, many people were outraged when my opponent heaped praise upon Airbnb during a public council meeting just months ago. Yes, the same Airbnb that fights the town’s efforts to eliminate “party houses.”

Clearly, I cannot prevent my opponent from misrepresenting issues or past events, or from engaging in the criticisms and lectures directed at me and others that routinely follow.

But here is the reality, and what actually matters: During my time as mayor, our community has been thriving. We have remained one of the safest places in Arizona, even during civil unrest. We have worked hard and successfully to protect our unique residential character. We have supported our community’s resorts, while resisting undesired changes. Paradise Valley is consistently ranked as the finest community in Arizona, and among the best in the nation.

And town residents experience and know this.

Some have asked: If she doesn’t have a positive track record of her own, and our town is doing great, why would my opponent exploit a loophole and run for mayor in the middle of her council term? I will defer to the savvy voters of Paradise Valley on this question.

I humbly ask for your vote for a two-year term in the Aug. 2 election so we can continue to keep our town on top, where it belongs, and on the right course. As always, thank you for support and your trust.

Moore: Mayor Bien-Willner shows what strong leadership means

I have served on the Town Council for the past six year and wanted to provide my perspective on the leadership we’ve seen during this time.

I’ve found that the best leaders are not always the ones who are loudest. They are the ones who listen, and take time to hear residents’ concerns, weigh the issues carefully and do their best to make the right choices. They don’t grandstand and they are not divisive. They don’t make personal attacks, they’re collaborative, encourage good debate and they don’t make it about themselves.

When a community has strong, steady leadership, great results follow. That’s what we have seen in Paradise Valley over the years thanks to a long history of committed volunteer leaders who have acted in good faith in the best interests of our town. They have helped create and protect our unique residential character, make our community safer, and prevent us from having a municipal property tax.

Since 2018, we have had an exceptional leader in Mayor Jerry Bien-Willner who has embodied those long-standing values. Paradise Valley has thrived under his service, and he has embodied all the positive traits that make for effective leadership. He is the right choice to lead this community for another term.

Mayor Bien-Willner’s track record is beyond reproach. He has shown a steadfast commitment to our community’s low-density residential zoning, has led the efforts of taking back our neighborhoods from event party houses and abusive short-term rental operations and has worked to protect what makes Paradise Valley special.

He has been a strong supporter of public safety, helping us navigate the pandemic and avoid the kind of urban unrest neighboring communities suffered. Paradise Valley has emerged from the pandemic in strong fiscal condition while providing a high level of service and responsiveness for residents. His leadership and voting record have been so steady that even the mayor’s opponent has voted with him 99% of the time.

But just as importantly, Mayor Bien-Willner has led by example. He listens to all voices in our community without attacking or belittling anyone. He does not seek the limelight and welcomes input from all residents, staff and councilmembers. He has promoted open and transparent government that serves all residents — not just a select few. Rather than being divisive, Mayor Bien-Willner has shown exceptional character and temperament which has benefitted our community greatly.

It’s one thing to talk about leadership, but it’s quite another to demonstrate leadership on a daily basis. Paradise Valley has been fortunate to have a mayor in Jerry Bien-Willner who does just that. I hope you will join me in voting for Mayor Bien-Willner in the Aug. 2 election.

LeMarr: The real setback — election-season scare tactics

Recently, mayoral challenger Julie Pace and two council candidates she supports have stirred some confusion and discord by making ominous statements about open space and setbacks in our town.

Please review the facts, and don’t be fooled.

Contrary those scare tactics, thanks to the efforts of Mayor Jerry Bien-Willner along with the majority of our current council, our town continues to be heading in the right direction.

I know our community’s standards and goals for setbacks, open space, and building quite well, having served on the Board of Adjustment, Planning Commission, General Plan Committee (Chair), council, and two terms as your mayor. I appreciated the opportunity to serve the town I love and I worked diligently to ensure we protected our unique residential character. That’s still my desire.

Last year, after the dangerous looting and rioting in neighboring communities, the Town Council was appropriately responding to citizen safety concerns and code ambiguity by discussing whether three-feet of see-through, high-quality metal fencing (not chain link or “rebar”) could be installed on top of long-allowed three-foot-tall front yard walls on certain busy streets, in addition to Tatum and Lincoln where this has long been allowed.

Town Staff confirmed that this proposal would not have reduced open space.

And it would not have applied to homes along local neighborhood roads. That’s the whole issue.

In the end, no changes were made. And, to be clear, the council did not discuss changing any standards for solid walls, building setbacks, lot sizes, building areas, building heights or any similar subject.

There are important issues citizens should monitor to protect our quality of life. But the issue of “setbacks” as presented by Ms. Pace is not one of them.

It’s a red herring designed to agitate and divide, and should serve as a warning to anyone who cares about keeping our town stable, successful, and in good hands.

I will be voting to re-elect Mayor Jerry Bien-Willner, Vice Mayor Anna Thomasson, and Council Member Paul Dembow this summer — each has shown positive energy, successful teamwork, and commitment to the public rather than a personal political agenda.
